In an attempt to make the PBC experience available to all, we have made every effort to keep our costs to a minimum. We are able to offer this financial schedule because the members of City Bible Church have a vision for training leaders and continue to invest the future of the college and lives of those touched by the college.
FINANCING
A payment plan is available for students who are unable to pay the total cost for the semester.
For the Fall Semester, students are required to pay 50% of the total school bill at the time of registration. The total school bill includes room and board, tuition, private lessons, and books. You can expect your school bill to be around $4000.00 -$4200.00 for 12-18 credit hours ($2500.00-$2700.00 for off-campus full-time students). The un-paid balance will be divided into four (no interest) equal payments due on a prescribed date. Your monthly payments with $2000.00 -$2100.00 down will be approximately $500.00 to $525.00 per month; September through December.
For the Spring Semester, students are required to pay 33% of the total school bill at the time of registration. The total school bill includes room and board, tuition, private lessons, and books. Once again, you can expect your school bill to be around $4000.00-$4200.00 for 12-18 credit hours ($2500.00- $2700.00 for off-campus full-time students). The unpaid balance will be divided into five equal (no interest) payments due on a prescribed date. Your monthly payments with $1320.00 to $1385.00 down will be approximately $535.00-$565.00 per month; February through June.
Each payment will be due on the 15th of the month. There will be a 5-day grace period given to the student. Any student under 21 years of age will be required to provide a qualified co-signer to utilize this financial plan. For returning students, any previous fines, tickets, rents, tuition, and other types of charges must be paid in full before registering for classes. Any student anticipating difficulty with this financial plan should communicate with the Dean of Students concerning his/her situation.
Any account that is more than 30 days past due will require immediate withdrawal of the student from school.
FINANCIAL AID
Student loans are available through SLM Financial, a Sallie Mae Corporation. SLM Financial Corporation is dedicated to helping students reach their goals by offering education loans to qualified borrowers.

Government aid in the form of scholarships, grants, and loans, such as the Basic Educational Opportunity Grant, is not available through PBC. However, in underwriting the cost of the school, City Bible Church in effect gives every student a scholarship.
Destiny Scholarship - Tuition scholarships based on availability of funds may be awarded to upper classmen who have an outstanding record and can demonstrate financial hardship.
The Charles Bettis Memorial Award - Two tuition scholarships of $200 (or one-half of that amount in cash if the student is not returning to PBC the following year) will be awarded once a year on the basis of spiritual qualities, attitudes, cooperation, and friendliness by the vote of the faculty.
The Marie Swanson Memorial Award - A tuition scholarship of $100 will be awarded once a year to an international student chosen by the faculty on the basis of school performance, character, spiritual qualities, and ministry potential.
ADDITIONAL FINANCIAL CONSIDERATIONS
Dining Facility - The PBC cafeteria serves two meals per day, seven days a week. However, the dining facility is closed for student meals during winter and summer breaks as well as holidays. Students may continue to live in the dormitories during breaks at a nominal monthly charge and kitchen facilities will be made available for the preparation of individual meals.
Refunds - Students finding it necessary to withdraw from school will receive an adjustment in charges paid. However, no fees will be refunded. Those withdrawing will be refunded 80% of the total tuition to the end of the second week; 60% to the end of the fourth week; 40% to the end of the sixth week; and 20% to the end of the eighth week. No tuition refunds will be made after the eighth week. This refund policy will also apply to the tuition paid for private music lessons (per-credit charge). Refunds for the lesson fees will be handled according to the Private Lesson Policies.
Veteran Refund Policy - Portland Bible College's Veterans' Refund Policy complies with VAR 21.4255. According to this policy, in the event the veteran or eligible person fails to enter the course, withdraws, or is dismissed at any time prior to completion, any unused portion of tuition, fees, and other charges is refunded. This policy provides that any amount in excess of $10 of the application (registration) fee is subject to prorating. This policy also provides that the amount charged to the veterans or eligible person for tuition, fees, and other charges for a portion of the course will not exceed the exact pro-rata portion of the total charges for tuition, fees, and other charges; that the length of the completed portion of the course is prorated over its total length; and that the exact proration is determined by the ratio of the number of days of instruction completed by the student to the total number of instructional days in the course. Refunds are made within forty (40) days of the last date of the student's attendance.
